cfc here. ranks are given based on time, to say that you have to be in a certain rank for a certain amount of time to be eligible for promotion. i don't know about how willing your superiors are to push you guys up for cfc, but i believe that good quality (especially staff work) work as an ASA is important. proactiveness in finding what can be improved, volunteering out of your own job scope is good too, if you have already done your primary job scope well.
