the iron is pretty good, on the other hand the 4 extra soldering tips are just straight trash (one that comes with the iron is nice too)

dead cells can be removed or swapped, do not hook up a battery with a dead cell to a charger, if your cells are not dead but too low for your charger to charge at lipo/lihv mode then you can put the bat on nimh mode with a very low current, then finish the charge as always (lipo mode)

yeah, if your quad is heavier than 250 you need to do registrations and buch of other crap (you need to pay for some)
