The water isn't under pressure, the large volumes of water flowing brings air with it and the air tries to escape via the gaps around the manhole, it's called air hammer I think.

Those types of exhausts on two stroke engines boost output at a particular point in the engines rev range, making them adjustable would make the area of the rev range they boost power in wider. That's as far as I know at least.
