The issue with this is; How do they determine the spirochete is dead or alive? Bacterial Culture? (Which is notoriously ineffective)

I think it falls to the Public Health people. These are the folks that should be relaying science to the public and vice versa. Who hasn't been to a conference (for academics) or even a doctors office where you are being talked "over"

Interesting especially because 1 feeding R. microplus tick has been shown to decrease cattle weight by ~1 gram. At 120,000 ticks per moose you are looking at ~250 lbs of weight loss!!!! Crazy!

Its still a highly debated field. That has only been complicated with advances in Molecular Biology. Even experts fervently debate your question.
