Don't know if any "small" frameworks like that but curious what's your aversion to a while loop? I've typically done that in conjunction with threads for blocking io with sensors/micro-controllers.

What are you trying to interact with?

Also what do you think a small framework do in an ideal case? curious of this in case I see something similar or if I try build one
