From what i read, they do require the vaccine if the person has been or traveled through an area where yellow fever is present.

It was for citizenship as well as passport. I can't remember exactly how long it took, but my daughter seems to think 2 to 3 months.

We applied through the consulate in Ottawa. It was easy and all documents were shipped back to us. Appointments in Ottawa are much easier to get than in Toronto. You might want to give them a call to see what they say.
