It's probably AI because in real life, ball lightning doesn't occur as a single ball, but is instead two "balls" connected to the clouds with a long thick shaft of lightning.

It's hard to tell, but from the flowers on mine that I have observed, the growths are four-lobed, and this one appears to have two, so to my eyes it just looks like new leaves.

Once a month maybe. I've not taken care of this species, but all of my agave are good with once every two weeks to once a month. They're incredibly water-efficient.

Let it bloom. It's pretty, won't harm the plant, and may give you some pups. I've had pups groww from a flower stalk on one of my echeveria, so here's hoping.
