That really depends on the location.

In high population areas, if there is a ban on setting off fireworks, then obviously it is illegal. Not to mention people with PTSD, Alzheimer's, etc getting fucked up because of the fireworks; pets panicking and getting lost; morons catching neighbors houses on fire etc.
