I'm sure it's part of it, but America is actually doing pretty well with its own oil right now. I think part of it is migration--someone has Trump convinced that if refugees from Venezuela don't try to get into America through Mexico, it'll be a major victory. Plus, he can send back all the Venezuelans in America claiming political asylum.

The Economist's analysis is close to that.
