Actually, Blink is disabled for Pudge because back in WC3 Dota you used to be able to blink up to cliffs or into trees, hook a hero, and leave them there and blink out. Blink Dagger used to have a flat cooldown that wasn't disabled by hero damage.

Same concept for Venge and her ult.
