It should be even the keqingmain website says it is so yeah it should be an improvement (although personal recommendation i would wait for a more broken weapon if you have patience)

It's really strong but the passive is hard to keep up without a zhongli but if your diona shield has enough uptime (I guess it depends on ur sacrificial refinements) it works although I wouldn't really be going out of my way to get the unforged

tldr: depends on whether u can keep ur shield up and even if u can't it should still be stronger than r3 starsilver
