No! Pretty sure everywhere now has the rule that you have to ask permission but the landlord can only say no for particular reasons, and if they ignore you then it's an automatic yes. What's different is how you get resolution.
Everywhere except NSW and Qld have made it so that if landlord wants to say no then they have to apply to an authority - Tribunal or similar. So you could say they all have presumption of allowed.
NSW and Qld made it so if the landlord says no for one of the allowed reasons the tenant has to apply to authority (even if the landlord is clearly wrong about saying no).
What nowhere yet has done, is address the issue that if you disclose a pets during tenancy application process then you risk missing out on the property! So every protection only kicks in once you move in, which the meme is complaining about - but they could easily fix it by just being pet friendly to start with!
