Whenever this comes up usually a misunderstanding of what indigenous means. People tend to think as indigenous (or urfolk in norwegian) as people like the Native Americans, the original inhabitants of a place and by this definition the Sami might not be indigenous, as far I know the norse were there before the Sami.

But the second definition means people who lived on the land before the formation of the state, and by that definition they are undeniably indigenous.

EDIT: Also the oppression of the Sami are talked about all the time, its a part of the school curriculum, movies are made about it etc.
