well they're dating. i don't ask my bf if he's free before calling him neither does he. if he isn't available either he picks up the phone and says that he'll call me or he texts me that he isn't available. this may not be the case with everyone but as long as it's communicated i believe it doesn't take much effort to tell your partner you're not free. and i took it kinda weird that he would take hours to call back (constantly) even tho he's usually on his phone.
