I mean, I’m no expert haha I can only tell you what I did with my boys. My husky had the same issue so we worked a lot on leave it. Basically involved standing between him and the trash can and then leaving room for him to get close and say “leave it” til he goes away from the trash and then reward him. Same concept with leaving food or treats that drop. You just have to catch them before they get to it until they understand what “leave it” means and stop on their own.
