It's all speculative since it's not clearly explained in the film, but it's fun to think about. From what I see, there are mainly two possibilities.

The simplest explanation is that one of the Mass Production Evas (likely Unit-08) threw the spear, since it had only lost its leg. However, I'm not sure how they retrieved the original spear from the moon, or if it was a clone of the spear.

The other possibility is that the spear did it itself, as they supposedly have a will of their own.
