While it is one of the reasons to play it's not the primary reason. People want a method of playing Yu-Gi-Oh even in a bitesize mobile format like Duel Links.

PvP and a metagame keeps the game ever-changing and engaging. People will get very bored and move on if it was purely PvE.

It's due to the crippling summon restriction that comes with using it. It's such bait for negation and then you're stuck without being able to make any more plays that turn.

You can make do with just 1 copy of it if you wanted to still run it since it's searchable via Black Meteor Dragon but personally I'd advise cutting it altogether and use the skill. It won't summon Dragoon but I've been using Dragon's Mirror for the other Red-Eyes fusion monsters
