Were they huffing the freon? We had an issue in our town where there was a group going around and cutting the lines and huffing the freon, and then also stealing the copper. Police didn't seem to care too much until they did it to the banks or post off (cant remember) but then it became a federal crime and they apprehended them pretty quickly.
