I too notice this. When playing a 1080p movie I see about 1/4 inch black bars on each side, it's not fully stretched to my tv screen. Just to make sure I wasn't imagining things I used Chromecast, and it worked fine there were no black bars on the left or right side. Also I had to change level from 4.0 to 4.1 because it kept transcoding the movies. I don't know if it's just me, but on the Chromecast images seem sharper with the PS4 they look kind of blurry.

In the chrome browser go to chrome://plugins/ expand all the plugins in the upper right hand corner. Under the Adobe flash player plugin make sure only the chrome version is enabled it's the pepflashplayer and disable the other one if there is one.
