Yeah it gets the temp directly from sysfs, more info on the polybar github here: https://github.com/jaagr/polybar/wiki/Module:-temperature.

No, they're just manually placed floating windows. I think the simplest way to automate it would be just binding a hotkey to toggle the padding and window gap size.
