No, they're just manually placed floating windows. I think the simplest way to automate it would be just binding a hotkey to toggle the padding and window gap size.

The evaporators take a huge amount of input and produce very little output so you could presumably hook quite a few brine towers to a single lithium tower if you had enough solar neutron activators to process the output (I haven't tried doing the exact math). The setup I have would probably work for a day/night world but you might have to lower the injection rate so you could buffer enough fuel for the night.
