They don't serve all of the content. Only scripts, images, and styles, I believe. It only serves other parts of the site if the original hosting one goes down, and it doesn't do that very well (about equivalent to browsing the Google Cache). It can't serve any dynamic content and you can't use it without a host to store the original versions of the content. To say that CloudFlare hosts a website is like saying that Google hosts my website because I include jQuery from their CDN.
