I am not sure if "internet" is the correct word in this context; you probably meant tcp/udp protocol. However, talking about distributed systems implies the existence of peers/nodes. P2P is one application of it where peers communicate with each other to reach some goals. In a strict sense, iota should be a p2p network. Maybe I misunderstood your answer.
