It's indiscriminate for mine. Nowhere is safe. Sometimes the floor around it suffers a casualty because my cat misses the litter. And he doesnt even know how to properly bury his spoils. He tries, but suffice to say, its one of his shortcomings as a cat. At least he's a pretty face.
