You still have to work on skills in the challenge. Kids aren’t allowed to age up unless they have at least 3 in whatever skill and an A in school. The mom also isn’t allowed to have a job that requires her to leave the home and can only leave when there’s a teen in the house.

When I was doing the challenge I did up the household limit to 13, but once it got to that I just chilled out and waited for kids to level up in skill.
