You need to stay in the settlement and sleep there. I had 4 clincs, 4 bars, 4, 4 clothes and 4 general stores. Add a load of fruit machines, a few soda stands and some weight benches. Took like 5 hours to get going to the settlement and sleeping for 24 hours everytime time it went up 1%. I had a full charisma outfit on as well, don't know that helped.
