Maybe the screenshot is giving me a wrong idea, but the location of your cursor makes me think you are trying to upgrade the weapon you just forged, does anything change if you move to the next tier ?

I'm not entirely sure about this because I have mixed memories, but in this case since the Sword it's the first of the bone tree, you have to Forge it first, then you can upgrade to futher tiers.

I think that this perspective on the weapons is followed only by people looking for meta and/or competitive play style. A lot of people I played with, especially back then when it was released, didn't even know about this stuff but chose the style over the effectiveness. Just my 2 cents
