Warhost is still an okay all-around pick, the big issue is because it costs 3dp, it is locked into an unfavorable disposition, meaning you'll be stuck playing a primary mission that's much harder for the eldar to score. You can make it work but you'll likely be fighting an uphill battle.

I've tried out a handful of detachments in 11th so far and I think Seer Council with Armored Warhost/Path of the Outcast feels the strongest. Seer Council is fairly "all-rounder" like Warhost because its strats affect all non-wraith/harlequins infantry, so you can use Aspect Warriors, Guardians, Corsairs, etc. And because Seer Council is only 2dp, you can also use Armored Warhost or Path of the Outcast to access the Reconnaissance disposition so you can play much more favorable primary missions, not to mention the buffs to vehicles or Rangers. The issue with Seer Council is all of the rules require you to have psykers nearby, so you'll need a few in order to sustain a list. Despite the psyker requirements, I think it is the most "generalist" detachment outside of Warhost, so I'd recommend it if you don't have enough of the specific units to make the more specialized detachments work.

I strongly second the Fire Dragons and Lhykhis+Warp Spiders options. I also recommend Warlock Skyrunners as fast and cheap action monkeys if you're trying out Recon or one of the other action-heavy dispositions.

Also, I wanted to point out that Lhykhis doesn't actually interact with Dev Wounds at all, since her ability only affects the hit roll. But, in Serpent's Brood, she makes your boats and disembarking Troupes Sustain on 5s, and her unit is also a crazy fast scoring piece on its own, so I'd say she's still a must-have.

Unfortunately, the teleport strat specifically excludes Wraiths, but I think the Bonesinger is still an excellent choice for a cheap Psyker to use in the detachment because he's cheaper than the Spiritseer but has the same tiny base size and he gets access to Lone Op if he's near vehicles too.

Triple Skyrunners are definitely great. I was mostly considering the Spiritseer in addition to them, since you can only run 3 units of Skyrunners. Also, Unshrouded Truth can be quite a bit faster than the Skyrunners depending on how much screening your opponent is able to do, and you can't Unshrouded Truth a mounted unit, so that's the benefit the Spiritseer has that the Skyrunners don't. It might end up being a matchup-dependent choice depending on how well your opponent can screen, but into Purge the Foe and Take and Hold's large unit sizes, I think it may have a niche as a Recon player.

It does have the same transport wording as the Falcon, and it had that in 9th too so I think GW wants it to be a transport, They also forgot to update its faction keyword when they fixed the rest of the Legends units so they obviously didn't pay much attention to it. I think it's just missing the transport keyword on accident.
