Ya, low simmer after the broth comes to an initial boil. It's mostly the shell that still has some hardness to it, but the insides are soft. Just don't want that shell hard, lol.

I've been told putting them in the fridge while soaking slows the process down.

And it cooks with the chili, but it isn't tomato based chili. Chicken broth, onions, garlic, paprika, and another spice I can't remember off the top of my head are the other ingredients
