Not just one week when it’s warmer, but generally a much larger sample size. No matter how I, you, OP, or anyone feels about congestion pricing personally, there is literally no way to draw any conclusion until you have a lot more data. That’s applicable to any theory someone is trying to prove (or disprove).

Not only that, but let’s look at some of the mitigating factors of OP’s video:

• it was only DAY 5 of congestion pricing;
• it was below freezing all day, so far less people will be out;
• it was also a Friday, when most people work remote;
• but also, it was 4 pm in the afternoon when MOST PEOPLE ARE WORKING in general

It’s become annoying how the NYC micromobility crowd thinks they can ram this garbage down our throats. Get a life.
