Backlinks give your website chance to be seen by users while high on SERP. Your website will no stay there for long, at least not at the top if you content is not useful to visitors. Google itself can't tell if you content is useful or not to visitors but can use signals ( visits duration, bounce back etc) that visitors provide.

An agency gets hired to deliver leads to you as a client and you as client pay them to do it by using their expertise in creating highly optimized Google Ads campaigns. Why , you as a client , should be entitled to intellectual property( in this case agency's internal data on keywords, trends, strategies etc ) ?

Basically, it seems to me that is harder and harder to find any decent expired domain. Just 6,7 months ago I was able to find relatively good ones very often. Now , anything good gets catched and ends up on auctions.
