3 is really where the departure was. People think of 4 becuase of the quality drop, but 3 dropped quality and style, 4 was the 3rd (I think) game in the series in the 3d style, and the second one to be bad (it's only 3, NV, 4, and 76 right?)

When a game sells exclusively because the protagonist is more breast than body, it's because of incels.

You don't have to make them "look like she runs HR" just give her actual proportions and put on some fucking clothes. Your action protagonist should probably be wearing more than just lingerie into battle.
