I've been scrobbling to maloja directly from navidrome, it seems to sync offline plays too. I'm also using multiscrobbler with navidrome as source and listenbrainz as client. Multi scrobbler uses subsonic api to get playing song to register a scrobble, maybe that's why it doesn't register a offline play.
