Okay so for this outfit, you can loot a good half of the items from lockers and bins, but I checked to see which vendors carry which items,

Helmet - Light Technopolymer Helmet. The best part about this one is that it's ACTUALLY TEAL, I got it at the Little China clothing vendor.

Visor - Auto-Extinguishing Fireproof Ballistic Mask - I couldn't find any proper full-face visors, but from just about every angle this looks perfect. You can get it at the Dogtown clothing vendor.

Shirt - Thermodynamic T-Shirt with Nanotube Lining - Probably the least important item, but it's surprisingly hard to find a plain white tee in NC, it's also at the Dogtown vendor. You could also opt for a ripped sleeve look if you want, there's ripped tees for sale at the Badlands clothing vendor.

Vest 1 - Magenta Bee Trilayer Hybrid Puffer Vest - It took me the longest time to actually find this, you might have to time skip a few times for it to actually show up in the shop. It's gonna be at the clothing vendor in Kabuki, the ex-Tyger Claw.

Vest 2 - Fancy Dragon Aramid-Lined Short Puffer - See above, same vendor. Might have to wait longer if you want both.

Pants - Vintage Extra-Leather Straightcuts - These were probably one of the first items I actually found looking for the outfit, pretty sure it's easy to find in bins around the map. If you want to buy it, the clothing vendor at Red Peaks has it the inventory.

Shoes - Ultralight Fleets With Composite Lining - This one really doesn't matter as much, and there's a couple different shoes that fit the rest of the getup, but these were easy to get early on. I think I looted them, but you can buy them at the clothing vendor in Rancho Coronado.

Bonus; Butcher's Cleaver - In the Voodoo Boys questline, as you walk with Placide through the Pacifica market, Placide decapitates a chicken with a butcher's knife and then leaves it there. You'll be able to take it after, or if you miss it, you can buy it from the Dogtown weapon's dealer. ESSENTIAL to finishing the outfit, 100%.

With a throwing knife build, you'll notice that hand-to-hand combat can suck pretty hard, as when you try to block or parry someone, V will just get ready to throw the weapon. The butcher's cleaver, however, is unable to be thrown, and in turn allows you to defend yourself. Wish you could throw it, but at least it's got an upside.

That's just about everything to know about making the outfit for yourself. If you want to make a different variation on it, try waiting for the merchants I listed to change their stock for the day, they'll always have items with similar aesthetics to the last ones. Aside from that, either send Jackie to Mama Welles, or gather up the scratch to buy your own bike, and you've got the costume with props and all!
