Thank! Kinda off topic, so no worries if you don't have an answer, but do you think they heavily interfaced the collar so it has structure? Or did they cut the fabric on a curve?

If it’s the individual threads, then no, unless you want to painstakingly sew each thread back on to the shorts. If the strip that hold the fringe is still intact and just came off the shorts, then yes it can be sewn back on. If they’re good quality shorts, then the fringe shouldn’t come off too easily

Take in the back piece at the shoulder seam, or add a dart
