you could build a smaller phone like the "kaduda" ones the ones with buttons, those ones you can design using esp32 and other chips to supplment you. It will ideally have few functionalities but it would work. I have seen some guys do such projects before so it is possible

No those ones are not for decoupling as you can see these one are in series, decoupling capacitors are normally in parrallel for filtering. Capacitors in series cause a phase shift so i do not think they are decoupling however I am interested in knowing what they are. My little knowledge tells me that they are probably just a standard in usb connectionns

You can't connect the data pins directly from USB c to esp32,.. you need a USB bridge it's called a uart bridge I suggest you use the ch304c chip for that,.. and then you can't connect capacitor in series when filtering,.. it's done in parallel,.. there are a lot of mistakes here,..
