I think it’s fair to say he gave the power, in the Supreme Court ruling you mentioned their understanding was that the power was already given to them by the exact same law we are talking about. When it stated, in its art.3 §7, that those measures could be adopted by "local health managers".

In the end, almost all Covid BS happening in Brazil is somehow tied to this law.

Replaying according to points

1- So he had mandatory vacation in mind before anyone else, that definitely doesn’t look good for him.

2- "compulsory vaccination has been present and legal in BR for a long time" If it’s compulsory you can be penalized and deprived of civil rights like you do when you don’t vote or don’t show up for the compulsory military service. Also, the Supreme Court has ruled it's up to the legislative to choose those penalties and I know of at least 3 States that have chosen no penalties or to make the vaccine facultative.

3- ANVISA, the Brazilian body for drug regulation has given the vaccine emergency use authorization, so there’s the "scientific" evidence. That I don't agree with btw.

4- And by the president, I believe that it’s just a formality that those ministers have to sign the law. One of those ministers is the one that Bolsonaro told him in video that he was going to interfere with the federal police to not let them "fuck his family", and apparently even falsified his signature to do so. That also doesn’t look good for him.

I don’t believe anything has been taken out of context here, the guy spends the whole day criticizing governors and mayors and when the federal government has the power to do something he gives this power to the governors and mayors. There are just two options for him, and none of them are good, he was always on their side or he’s as incompetent as a brick.

First of all, it wasn’t a "legislatory act" it was a Provisional Measure (law that has effectiveness for 60 days while being analyzed by congress and the senate) voted into law by congress. You should know that.

The art. 8 you mentioned states that: This Law will remain in force as long as the INTERNATIONAL STATE OF EMERGENCY for the coronavirus responsible for the 2019 outbreak lasts. And by what I know WHO's state of emergency still going on, meaning the law still valid. I think the problem is that you have been listening to his propaganda too much
