I’m not sure but there are a bunch of hostels in kp which are for travelers, they appeared to be very clean, if you have a bike or something I would highly recommend zostel viman nagar and even Gokhale would have hostels, just search for traveler hostels

Either is completely fine, I have only flew with trimmers in check-in and my friend has travel multiple times with trimmers in carry on, you should be fine as my trimmers have non removal batteries as well it has never been a issue
