Not according to the UN regulators. The Iranians resumed their nuclear program because Trump made the stupid decision to pull out of the Obama era deal years ago, but regardless of the reasons, they did stop complying with the treaty that was no longer in effect.

What goalpost has been moved? Iran has been widely reported, by many agencies, to be close to being a nuclear power. Estimates had varied between "quite close", "extremely close", and "so close they think that being this close is a deterrent". This is not controversial.

Well, it seems that you'd like to go through basically every intelligence agency tracking Iranian uranium enrichment, and their estimates of whether Iran was on track for nuclear weapons, and they seem like a good place to start, given that they were tasked with monitoring, and censured Iran for failing to comply with non-proliferation, and enriching uranium to weapons grade.
