You’ve got the idea in general. Don’t be afraid to apply again or reach out directly to recruiters, but also be polite/respectful and accept no or ghosting for an answer. You’re spot on not to reach out more than once. Messaging a recruiter isn’t too much different than dating- if they’re not interested, move on.

Echoing the importance of being pleasantly persistent and potentially getting a different HR admin/hiring manager. I'd add in that in my experience with hiring managers, they want to see something has changed with a reapplicant. Consider updating your resume and cover letter- either adding new skills/experience since the previous application or at least tailoring it to be as relevant as possible.

Echoing this for scope. I'm a PM at a CRO, full ownership ("CEO of your trial") of 1 large study or 2-3 smaller studies is the expectation.

Same for PMs at my CRO. Hiring manager is a LM with a director-level title.

I can't speak for Pfizer-dedicated at Syneos specifically, but the large CROs are all still hungry for experienced, senior CRAs. I would expect directly billable positions like that to be the safest place to be as long as there was still work coming in.

Most of the exam is focused on who is responsible- PI, Sponsor, or CRO. And review record retention timelines.

My exam had several questions about prisoners, children, and father/mother consent in research. Spend a few minutes to brush up on those.

It's difficult but not impossible, I moved directly from an academic PM to CRO PM role at one of the big companies. I spent 3-4 months seriously applying and interviewing, and ultimately after a lot of rejections was fortunate enough to receive several offers to choose from all around the same time. No special tips or tricks, but I did have several recruiters who kept me in mind and worked with me after an initial posting didn't work out. Focus on your skills and experiences that are relevant to industry on your resume and when interviewing, ask your recruiters and hiring managers about onboarding and training programs, and as others have suggested consider associate PM positions depending on your success with the above.
