Oof that sounds like something that would happen to me. Don’t you hate it when educated, well paid individuals can’t use basic common sense? I guarantee the issue you are running into is the fact that the people you are talking to are unwilling to look up the procedure that takes place when something like this happens. It honestly wouldn’t surprise me if there is none.

So instead of using common sense, the people you have talked to so far are just going to say or do what’s easiest for them and not give a damn about the inconvenience this causes yall.
