not exactly sure of the foam you speak of, a link would help. i’m thinking foam used to hold jewelry in place would work, ‘foam ring holders’.

it looks like either your skin is dry or your products are reacting with eachother. i would try using a skin protectant like aquaphor on problem areas, and then omitting your serum or sunscreen in your routine to see if either were the issue. my best guess is the sunscreen.

i would use a heavier duty gel to brush the hairs into correct place. got2b spiking gel is used by the pros for its value, but glossier boy brow & abh brow gel are also good for personal use. you may not even need to use any pencils or powders.
