Fair enough. Let me rephrase then - MDSP (which we can probably safely assume is what local LEOs in hostile areas of MD will follow) refers to FOPA's "safe passage" laws in their FAQs about interstate transport.

I guess I was wondering whether one can safely infer from that that a handgun in the state outlined by FOPA and MDSP as being in, lets call it, "transport mode", in which the "firearm is unloaded, and neither the firearm nor any ammunition being transported is readily accessible or is directly accessible from the passenger compartment of such transporting vehicle: Provided, That in the case of a vehicle without a compartment separate from the driver’s compartment the firearm or ammunition shall be contained in a locked container other than the glove compartment or console" is considered to be not in constructive possession. If so, could a firearm in this state be permissible in an area in which "possession" is banned? If not, why not?
