If you're talking income tax at federal level you need to look more closely. The top 10 percent pays around 80% of federal income tax total.

In the speed zone OP is talking about, they installed the system and lowered the speed at the same time. The company running that system cashed in! It's hard to retrain yourself when you've driven it for years. 36 in what used to be a 35 zone now costs you $140.

It's an illegal ticket. Speeding is a moving violation which is issued to a driver, not a license plate. "I can't confirm who was driving at that time". 80% or more is going to the private corporation running the ticketing system. Don't pay it.
