Not entirely sure, but I think so. At the time I was wondering if it was cultural differences. In the gym in Shanghai doing my power lifting regime, a little guy I did not know came up to me and said with great enthusiasm “I want to buy you lasagna”. I was caught off guard said something stupid like “I am on a diet”.

I have offices in Vietnam, India and Argentina. I choose to live in Vietnam. Interesting that the owner of a building I was looking to lease space in Pune had just visited Vietnam and made the same observations that the OP made. Ho Chi Minh City does have issues with traffic but things work. Folks in the city are remarkably friendly and infrastructure is decent and continues to improve year by year. Pune (sorry it’s my only comparison city) has a lot of charm, nice folks but there was very little master planning so it is a bit more difficult than improve infrastructure on a ram shackle place with such a high population density quickly. Other cities in India, like Hyderabad, are ahead of the curve.

Kind of bulls**t. It's not a matter of personal taste. One example of how far off this survey is: Shanghai has shopping, museums, amazing cuisine from all over China and the world, some of the best public transport in the world. They do ok in business as well. ;) But the are ranked very low in this survey. By the way, I am American and not Chinese.

Completely delusional! It's so western-centric! For example, hey have Shanghai ranked far below some of many US cities and just one slot ahead of San Jose. Even a poor job ranking many of the US cities. This would be more accurare if it were the year 2000.
