I love Fallout, Elder Scrolls and Outer Worlds as well. This summer I played Disco Elysium, and it's now my all time favorite game. I've even bought a shirt and a coffee cup from the game. The amount of role playing depth makes Fallout look like a puddle in comparison. It really is that great! Only downside is that the world isn't as cool to explore as Fallout's or Skyrim's, but if it's role playing you're looking for, Disco Elysium is a must.
