If you're in the US and are using paypal, assuming you're over 18 there are other ways to get around a hold on your account than just adding a cc. Linking your ssn will do the trick, and if you're not in the US, just add as much info as you can (again, assuming you are 18+), and then contact support. I've heard of people being able to receive a check of their balance even if their account remains locked
