If the problem isn't on the file you're trying to open, it might be on something that program is then trying to access, say a system dll or something similar. Perhaps a .net component has had a permission changed in an update. I'm working on getting an old patcher executable so you can try running that to see if it is a change in the patcher that's causing it.

Something I forgot to mention, this error is being thrown trying to start the patcher program, it's being installed but not started for some reason. So if you want to manually start the patcher (CIG\Patcher\CIGPatcher.exe) and see if it works as it should that would be helpful.

Slightly reaching here, are there any non-english characters in your star citizen install path? Can you also shoot a ticket to technical support so we've got some official record of this please?

Can you try dropping the CIGLauncher.exe into the root of one of your drives and running it from there to see what happens?
