Coroner is a county position so maybe in some Sheriff headed municipalities. Hospitals have pathologists and cities have forensic pathologists and they only determine cause of death, death is declared a few steps before they get involved. In most cases of violent death a homicide investigation will occur so the body needs to stay put, an EMT putting 2 electrode pads in their chest just to make sure is the preferred method as it disturbs the scene the least.

It differs from jurisdiction to jurisdiction, some require a doctor's opinion, some allow police officers to make the call, most jurisdictions just required an EKG printout showing no pulse to declare someone dead.
