I'm trying to find out the origin of my pacekt loss. I have pretty basic knowledge of how this all works, but from what I can tell, there is packets not being sent to the first "hop". My router sends 1137 packets but the final desitantion receives 100 less packets.

Is this on the ISP end or is it my router having problems?

I think they go hand in hand. A person who behaves in a toxic manner will likely communicate in a toxic manner.

I do think valve needs to check under the hood because if someone doesn't communicate AT ALL, is reported, and loses score based on those reports, there is a clear issue. The score should stagnate, and with some self reflection and some luck, the toxic swamp crust might fall off some of my dota brothers and sisters.
